Shri Raghuvir Samant, a social worker from Goregaon (East) was elected as the Chairman of the Federation on 7-8-1981. He has great aptitude for socieal service. He had devoted himself to the cause of cooperative housing movement. Curious enough, he studied the working of a co-operative housing society of which he was the Chairman, in greater details and acquired first hand knowledge of the working of a cooperative housing society. Being director of the Federation, his experience in the co-operative housing field was further widened. This enabled him to have quick grasp of the problems and solutions thereon. He is always surrounded by the representatives of the cooperative housing societies, discussing their problems and suggesting workable solutions to the problems. While examining the file placed before him, he not only minutely examined the problem but called the persons involved in the problem, made detailed enquiries, got such information as was necessary for coming to conclusion while solving the problem and conclusion while solving the problem and guided the persons properly. Since his elevation to the office of the Chairman of the Federation, he adopted quite a different modus operandi for tackling the problems. Whenever any common problems were referred to him, he never sat silent after sending communications on the problems to the authorities concerned. He was not easy until he got replies to his communications. If replies to the communications were delayed, he immediately sent further communications, seeking appointments of authorities concerned for discussing the problems. On getting appointments he fully prepared himself on the subject matters. The way in which he opened the discussions and argues the points, impresses the authorities. The impact of the argument is so much that they have no alternative than to agree to the proposals of the Federation.
Attending to 40-50 visitors every day discussing their vivid problems in greater details, finding out workable solution to them, visiting persons holding high position in Govt., Semi Govt., Institutions, presenting the problems of common interest to co-operative housing societies, boldly arguing the points involved in the proposals and persuading the Authorities concerned to concur with the views of the Federation, enables him to gain rich experience of the movement.
With this rich experience to his credit and pragmatic desire to lead actions towards achieving the object in view, backed by the required patience, helped his bring a number of cases to their logical end. Relief from payment of stamp duty and registration charges, bringing about a change in the arrangements of audit of cooperative housing societies to suit the requirements of the societies, getting the form of agreement to be executed by a Flat purchaser with the Promoter, under section 4 of the Maharashtra Ownership flats Act approved by Govt. to put a check to the malpractices adopted by promoters to exploit the purchasers of flats, amendment by Govt. to section 101 of the MCS Act, 1960 to bring the dues of co-operative housing societies within the purvies of the said section for recovery on the strength of recoevery certificate issued by the Deputy Registrar, C.S. abolishing the supervision fees on co-operative housing societies, introduction of the revised model sets of byelaws for open plot and flat owner types of cooperative housing societies, touching all aspects of
working a co-operative housing societies are some of the important accomplishments made by the Federation during the tenure of Late Shri Raghuvir Samant.
He began his carrier in the Federation as its Director then he adorned the position of Hon.Treasurer, Hon. Jt. Secretary,Hon.Secretary,Vice-Chairman and the Chairman since 1981 to 2009, it is not that Late Shri Samant saheb restricted his field of activities to cooperative housing only but also made valuable contribution in other branches of co-operative movement
Our Company
The Mumbai District Co-operative Housing Federation established in the year 1948. About 21,000 Housing and Premises Societies are affiliated to it. Its main role and object is to guide member societies about the Act, Rules and Bye-laws and to solve various common problems of the Housing societies by representing them before the Government authorities. Late. Raghuvir Samant contributed a lot to bring the federation to this status. Our federation is giving free guidance verbally and in writing and organizing periodical seminars in the various areas to solve the problems. The Federation publishes monthly magazine “HOUSING TIMES” for member societies. The Federation is authorized to sell various types of stationery required to the Housing Societies. Special help is provided in execution of the recovery certificate obtained by the society by our six SRO empowered by the Government, for the recovery of the outstanding amount from its members. Various guidance to the housing societies in all respects is provided.

Our History
The Federation was established in 1943 and has celebrated its Golden Jubilee in the Year 1999. Mr. Murdeshwar, Mr. Ganatra, Ex-Mayors of Mumbai, were earlier Chairman of the Federation. At present, the Federation has more than 22,000 (Approx.) societies affiliated to it. Every month on an average 50-60 societies are affiliated to the Federation. This is the result of our endeavor to make the societies a s members of the Federation.
The Federation is purely service-oriented institution formed with intention to solve the problems faced by the management of the societies. Neither the office bearers nor the directors of the Federation have any powers. The complexities of the problems of housing societies are multiplied in the wake of new rules, amendments to the Act, Rules and Byelaws etc. There are various types of societies formed by the rich people, common middle class people, industrial workers, slum dwellers under the SRA Scheme, societies formed by the residents of the MHADA and societies formed under PWR scheme and societies formed by the tenants of chawls. The Federation is always solving the various problems faced by member societies and cannot differentiate rich and poor. The functioning of the cooperative housing societies is mainly based on the Maharashtra Co-operative Societies Act-1060 and the MCS Rules 1961 and the Byelaws. According to the change of time and need of the members, the Federation has to agitate with the State & Central Governments, Municipal Corporation, Cooperation Department and other authorities to redress their grievances.
